A copy of the presentation given by Paul Newby, Pubs Code Adjudicator, to CAMRA’s National Executive and Regional Directors in November 2019.

The Pubs Code Adjudicator, Paul Newby, was invited to speak to the CAMRA National Executive and Regional Directors in Grantham on 16 November 2019.

The Adjudicator was not able to answer all of the questions submitted on the day, and therefore promised to take these away and to reply to them in writing. The PCA subsequently published this Q&A for the benefit of all its stakeholders.

For many years one of CAMRA’s stated objectives has been to support community pubs. CAMRA’s view is that “all pubs are community pubs to some degree but some pubs serve their community better than others”. This document provides further explanation and examples of features or services that great community pubs may provide.

The aim of these definitions is to identify, in an objective and evidence-based manner, the essential features of what differentiates pubs and clubs from other on-trade licensed premises where alcohol is sold.

Understanding the threats faced by pubs and being able to advocate an effective way forward to support them requires a lot of research. You can help us to make an even more informed, and therefore effective, case for pubs and beer.
